Plotting accuracy

I am looking for suggestions on plotting accuracy. For most of our drawings this is not a problem but, we also provide one of our vendor's with 1=1 plots for control panel silkscreens and these must line up with the holes in our panels.

ZWcad 2011 and AutoCad 2000 software
Plotter is HP DesignJet 430 using version 4.69 latest driver and
the accuracy of the plotter is specified as +/- 0.015" of vector length.
I understand that humidity will effect the paper, all measurements were taken immediately after plotting.

Problem example: ANSI "D" size drawing with 1.000" "X" and "Y" grid drawn on it and plotted.

Line distance accumulates in the "X" direction, i.e.
12.000" = 12.037", 24.000" = 24.075", 30.000" = 30.125"

Line distance decreases in the "y" direction, i.e.
20.000" = 19.985" (seems to be within accuracy spec)

Thanks in advance for any suggestions you may post.
