How do I turn off the effect of objects changing their line type when the crosshair passes over it? I find it very distracting.

That is the new feature "Smart Selection Preview" of ZWCAD 2011, but at the beginning we didn't add a toggle to turn the effect off.
Please wait for our first official update on 6.30, in the update, you can turn off the effect. If you want to do it now, you can test this version, which you can use "SELECTIONPREVIEW" command to turn off the effect:
