I havent tried in a long time from AutoCAD, but at one point we were able to export information to a CSV or other file that would then be sourced to fill in columns in Excel. This data would be pulled form attributed blocks.
Does ZWCAD have a similar ability? I would like to use this to develop a bit software for our internal use.

ZWCAD 2011 support Table funtion, after you create a table in ZWCAD, you can use TABLEEXPORT command to export it to xls format to open in Excel. No csv support.

I do not think we are speaking of the same items.
What i would like to do, is make a block, which would contain few items, such as New Room Number, Old Room Number, Room Title. those would be attibute values, which would be entered each time the block is placed in the drawing.
Then, after the drawing is completed, I would like to export this to Excel or Access, to give a user friendly sheet showing changes.
that is the simplified version, and first step.

You mean Attribute Extraction, right?
You can find it in Tools- ->Attribtute Extraction, or use EATTEXT command
