I am customizing a workspace with "ZWCAD classic" type tool bars.I dock them but they will not stay docked. Each time I make changesin the "Customize User Interface" dialog box, when I press OK orApply, my previously docked tool bars get moved off to the side &I have to reposition everything again. "Lock Location - dockedtoolbars" is checked.

what do you mean by 'Toolbar not locking'? Did you try to find the botton of locking?

Save the Workspace after the changes, it will help you lock the toolbar.
