In short reply, YES, you have to pay for the upgrade. PLUS is a totally new version compared with ZWCAD 2012, the license you bought for ZWCAD 2012 is for the version(and below), not for this year.
Actually we just want to release our New-age product to the public earlier so users can benefit from it. You can wait until the end of this year, then make the upgrade. You can also upgrade now to enjoy the new version earlier, we just leave the choice to users to make their own decision.
And the next version (ZWCAD+ 2013) will also be expected to release around August next year.(one year later from now on)

the license is exactly for the software product ZWCAD2012, but not for all the products you'd like to use in the year of 2012.
the product ZWCAD+ is the next ZWCAD, which is not the same product as the ZWCAD2012. Please be informed that the license is for a specified product but not for a period of time, atctually it's permanent if you paid.

Actually, in our official End User License Agreement, there is no such commitment like "the licence is for the year 2012, covering all upgrades up to December 31 2012 ", because the license is permanent, which covers all upgrade patches on the product ZWCAD 2012, and you can use it not only in year 2012. If it is the agreement you made with the local reseller, please contact them directly and ask for free upgrade to ZWCAD+.
And ZWSOFT would also like to help you contact the reseller to know the detailed information, if you provide your contact(Nation, Email, Phone) and license info (License code, purchase date, product version, reseller name)
