 Messing up UCS when I'm in 3d views

What is happening with UCS when I'm in a 3D mode. UCS become "floating UCS" it is not possible to use a snap or to draw 2D elements, 3D objects are not in the place I want them to be(program throw it somewhere else)?
In the other words if I want to work in a basic UCS (e.g. top) why program mess up with me and drawing?

Hi,

When you draw in 3D views, did you open the Dynamic UCS status? If you open it, then draw a line in 3D view, the UCS will move to the point you select on a face as the following picture shown.
